'If he (a guerrilla) was in opposition against the Americans, that will be justified because it was an occupation force,' the spokesman, Georges Sada, said. 'We will give them freedom'... 'There is still heavy discussion about this,' said Sada.     In testimony to the Senate Judiciary Committee, John Ashcroft desperately tried to deny Bush had any responsibility for the torture committed by his administration. Ashcroft specifically said Bush "made no order that would require or direct the violation of any law." But when asked about the orders Bush DID give, Ashcroft refused to answer. Sen. Pat Leahy demanded Ashcroft answer a simple question. "Has there been any other order or directive from the president with respect to interrogation of detainees, prisoners or combatants? It's a pretty easy question. It should be a pretty easy answer. Either there is one or there isn't." Ashcroft has still not answered the question. But the 1984 Convention Against Torture ratified by the US defines torture as "any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted." Moreover, this LAW bars not only outright torture but also "cruel, inhuman or degrading treatment or punishment which do not amount to torture." But Busheviks also concluded that if US officials engaged in torture, it was unconstitutional to invoke the Convention Against Torture.     Sgt. Samuel Provance Tells ABC: 'There's Definitely a Cover-up'

'There's definitely a cover-up,' the witness, Sgt. Samuel Provance, said. 'People are either telling themselves or being told to be quiet.' Provance, 30, was part of the 302nd Military Intelligence Battalion stationed at Abu Ghraib last September. He spoke to ABC News despite orders from his commanders not to... [Maj. Gen. George] Fay started his probe on April 23, but Provance said when Fay interviewed him, the general seemed interested only in the military police, not the interrogators, and seemed to discourage him from testifying. These offices appear to be pursuing the administrative reforms advised by the White House. Specifically, the administration has: Possibly misused congressional appropriations (i.e., the Compassion Capital Fund) to promote the president's agenda; Sought to create faith-based set-asides; Provided seemingly insufficient accountability measures for Compassion Capital Fund grantees; Heightened training efforts for faith-based groups on how to apply for federal grants; and Potentially undermined laws on employment discrimination for federal grantees." A memo has emerged that was sent by lawyers in 1990 that warned executives of the energy firm Harken, for which Mr Bush was a director, against cashing in stock if they had any negative information about the company. Harken was undertaking financial engineering to keep it afloat at the time. A week later the president cashed in $848,000 of shares. The sale triggered an inquiry by the Securities and Exchange Commission which ended in August 1991. No action was taken against the president who claimed to have been unaware of the problems facing the business.
