"The Iraqi interim government has warned the United States and international nuclear inspectors that nearly 380 tons of powerful conventional explosives - used to demolish buildings, produce missile warheads and detonate nuclear weapons - are missing from one of Iraq's most sensitive former military installations. The huge facility, called Al Qaqaa, was supposed to be under American military control but is now a no-man's land, still picked over by looters as recently as Sunday. Bush "has endorsed a proposed bill that would make it legal for U.S. intelligence officials to deport individuals to countries known to use torture to extract information. The '9/11 Recommendations Implementation Act' marks the first time the U.S. government has officially scripted its policy known as 'extraordinary rendition,' whereby American authorities can circumvent their own restraints on interrogations by sending suspects to countries known to employ harsh tactics." "Four U.S. troops died in Iraq on Tuesday, bringing the total of Americans killed in the 18-month-old war to 1,002. More than three-quarters of those killed, 756 of them, have died in combat, and 647 of those have been killed since President Bush declared an end to major combat operations in Iraq on May 1, 2003. According to a CNN tally, 1,129 coalition troops from 15 nations have died in Iraq. Three of the soldiers who died Tuesday were killed in fighting in the Baghdad neighborhood of Sadr City. A fourth soldier died of wounds suffered in a roadside bombing Monday, the military said. Two other deaths were reported by the military." What do the Busheviks say? Joshua Micah Marshall, Laura Rozen, and Paul Glastris teamed up for a powerhouse investigative report about the machinations behind the Larry Franklin/Harold Rhode/Doug Feith/Michael Ledeen spy scandal. When they were caught holding unauthorized secret meetings with Manucher Ghorbanifar in Rome in December 2001, alarm bells went off at the CIA and State Dept. Eventually Condi Rice's "deputy" Stephen Hadley told Ledeen & Co. to end the meetings, but a second meeting was held in June 2002 and a third in June 2003. When challenged publicly, Rumsfeld said the meetings were unimportant and accidental, but Ghorbanifar "laughs off that idea." On 8-6-01, Bush received a crucial memo titled "Bin Laden Determined to Attack in U.S." Both Bush and Rice told the 9/11 Commission it was "historical." But it "contained passages referring to F.B.I. reports of 'suspicious activity in this country consistent with preparations for hijackings or other types of attacks, including recent surveillance of federal buildings in New York.' It noted that a caller to the US Embassy in the United Arab Emirates that May had warned that 'a group of bin Laden supporters was in the U.S.,' planning attacks with explosives. The commission's final report revealed that two C.I.A. analysts involved in preparing the brief had wanted to make clear to Mr. Bush that, far from being only a historical threat, the threat that Al Qaeda would strike on American soil was 'both current and serious.'" "The Bush administration has been going to court to block lawsuits by consumers who say they have been injured by prescription drugs and medical devices. The administration contends that consumers cannot recover damages for such injuries if the products have been approved by the FDA. In court papers, the Justice Department acknowledges that this position reflects a 'change in governmental policy,' and it has persuaded some judges to accept its arguments, most recently scoring a victory in the federal appeals court in Philadelphia... Tuesday, the appeals court threw out a lawsuit filed by Barbara E. Horn, who said her husband had died because of defects in the design and manufacture of his heart pump. The Bush administration argued that federal law barred such claims because the device had been produced according to federal specifications... The administration said its position, holding that individual consumers have no right to sue, actually benefited consumers." Impeach Bush Now!

Helen Thomas challenged Scott McClellan over the Iraq War: "Q: Prime Minister Blair took full personal responsibility for taking his nation into war under falsehoods -- under reasons that have been determined now to be false. Is President Bush also willing to take full, personal responsibility -- MR. McCLELLAN: I think Prime Minister Blair said that it was the right thing to do; that Saddam Hussein's regime was a threat. Q: Those were not the reasons he took his country into war. It turned out to be untrue, and the same is true for us. Does the President take full, personal responsibility for this war? MR. McCLELLAN: The issue here is what do you to with a threat in a post-September 11th world? Either you live with a threat, or you confront the threat. Q: There was no threat. MR. Ed Cone blogs, "Seymour Hersh says the US government has videotapes of boys being sodomized at Abu Ghraib prison in Iraq. 'The worst is the soundtrack of the boys shrieking,' the reporter told an ACLU convention last week. Hersh says there was 'a massive amount of criminal wrongdoing that was covered up at the highest command out there, and higher.' He called the prison scene 'a series of massive crimes, criminal activity by the president and the vice president, by this administration anyway... war crimes.'... Hersh describes a Pentagon in crisis. The defense department budget is 'in incredible chaos,' he says, with large sums of cash missing, including something like $1 billion that was supposed to be in Iraq... He ripped the supine US press, pledged to bring home all the facts he could, said he was not sure he could deliver all the damning info he suspects about Bush administration responsibility for Abu Ghraib." Speaking in Oak Ridge TN, Bush declared: "In 2002, the United Nations Security Council yet again demanded a full accounting of Saddam Hussein's weapons programs. As he had for over a decade, Saddam Hussein refused to comply. In fact, according to former weapons inspector David Kay, Iraq's weapons programs were elaborately shielded by security and deception operations that continued even beyond the end of Operation Iraqi Freedom. So I had a choice to make: Either take the word of a madman, or defend America. Given that choice, I will defend America every time." In fact, Saddam complied with EVERY demand from UN inspectors, including unannounced inspections at Presidential palaces and the destruction of Al Samoud missiles. Bush knows he will lose in November unless he captures Osama - or perhaps Ayman Al Zawahiri or Mullah Omar. In an explosive story, The New Republic quotes Pakistani officials who say Bush is pressuring them to deliver one of these "high-value targets" (HVT) before November - best of all, at the height of the Democratic convention. As a carrot, "Powell pointedly refused to criticize Musharraf for pardoning nuclear physicist A.Q. Khan--who, the previous month, had admitted exporting nuclear secrets to Iran, North Korea, and Libya - declaring Khan's transgressions an 'internal Pakistani issue.' In addition, the administration is pushing a five-year, $3 billion aid package for Pakistan through Congress over Democratic concerns about the country's proliferation of nuclear technology and lack of democratic reform." Folks, this is TREASON - and it's time for Democrats to start screaming!

The Senate Select Committee on Intelligence found that the CIA lied about Iraq's WMD's. In particular, the CIA "was told by relatives of Iraqi scientists before the war that Baghdad's programs to develop unconventional weapons had been abandoned, but the C.I.A. failed to give that information to President Bush, even as he publicly warned of the threat posed by Saddam Hussein's illicit weapons." Tenet refuses to say whether he told Bush it was a "slam-dunk case," as Woodward reports. Was Bush an innocent dupe of the CIA, or did Bush and Cheney collaborate in their own deception? Whatever the answer, Impeach Bush Now!

AP reports, "Iraq's [Bush-picked] prime minister, less than a week after taking power, may offer amnesty to insurgents and could extend it to those who killed American troops in an apparent bid to lure Saddam Hussein loyalists from their campaign of violence. A spokesman for Iyad Allawi went as far as to suggest attacks on U.S. troops over the past year were legitimate acts of resistance - a sign of the new government's desire to distance itself from the 14-month U.S.-led occupation of Iraq. 'If he (a guerrilla) was in opposition against the Americans, that will be justified because it was an occupation force,' the spokesman, Georges Sada, said. 'We will give them freedom'... 'There is still heavy discussion about this,' said Sada. He said the U.S. Embassy has encouraged Allawi to try creative solutions to end the insurgency as long as they don't infringe on human rights." 864 Americans died - and 16,000 were wounded - and Bush wants AMNESTY for their attackers? "In a few key areas - electricity, the judicial system and overall security - the Iraq that America handed back to its residents Monday is worse off than before the war began last year, according to calculations in a new General Accounting Office report released Tuesday. -In 13 of Iraq's 18 provinces, electricity was available fewer hours per day on average last month than before the war. Nearly 20 million of Iraq's 26 million people live in those provinces. -Only $13.7 billion of the $58 billion pledged and allocated worldwide to rebuild Iraq has been spent, with another $10 billion about to be spent. The biggest chunk of that money has been used to run Iraq's ministry operations. -The new Iraqi civil defense, police and overall security units are suffering from mass desertions, are poorly trained and ill-equipped. -The number of what the now-disbanded CPA called significant insurgent attacks skyrocketed from 411 in February to 1,169 in May." Bush's appointed Iraqi Prime Minister Iyad Allawi is best known in Iraq as a CIA supported terrorist who bombed innocent Iraqis in the 1990's. Last week, Allawi said he and his ministers were prepared to use "drastic measures" to end the insurgency. When a terrorist talks about "drastic measures," be VERY afraid. Now his Interior Minister is talking about Martial Law. So now "Operation Iraqi Freedom" is turning into "Operation Saddam II." The last count we saw of prisoner deaths under investigation was 40. Suddenly we find this buried in the weekend papers: "the Army has announced that it is investigating the deaths of 127 prisoners in Iraq and Afghanistan." We are unable to find any more details - clearly the Busheviks are saying as little as possible. Impeach Bush Now!

In testimony to the Senate Judiciary Committee, John Ashcroft desperately tried to deny Bush had any responsibility for the torture committed by his administration. Ashcroft specifically said Bush "made no order that would require or direct the violation of any law." But when asked about the orders Bush DID give, Ashcroft refused to answer. Sen. Pat Leahy demanded Ashcroft answer a simple question. "Has there been any other order or directive from the president with respect to interrogation of detainees, prisoners or combatants? It's a pretty easy question. It should be a pretty easy answer. Either there is one or there isn't." Ashcroft has still not answered the question. Obviously Ashcroft is covering up Bush's torture orders. Impeach Bush Now!

Republicans relentlessly attacked Clinton over the meaning of "is". Now the time has come to demand clarity from Bush on the meaning of "torture" - and also the meaning of "law." Busheviks say torture must be equivalent to such serious injury to cause "organ failure, impairment of bodily function, or even death." But the 1984 Convention Against Torture ratified by the US defines torture as "any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted." Moreover, this LAW bars not only outright torture but also "cruel, inhuman or degrading treatment or punishment which do not amount to torture." But Busheviks also concluded that if US officials engaged in torture, it was unconstitutional to invoke the Convention Against Torture. "An Aug. 1, 2002, memo from the Justice Dept's Office of Legal Counsel [written by Jay S. Bybee - now a federal judge!], addressed to Gonzales, said that torturing suspected al Qaeda members abroad 'may be justified' and that international laws against torture 'may be unconstitutional if applied to interrogation' conducted against suspected terrorists. The document provided legal guidance for the CIA, which crafted new, more aggressive techniques for its operatives in the field.... [It said] physical torture 'must be equivalent in intensity to the pain accompanying serious physical injury, such as organ failure, impairment of bodily function, or even death.' For a cruel or inhuman psychological technique to rise to the level of mental torture, the Justice Department argued, the psychological harm must last 'months or even years.' A former senior administration official said Bush's aides knew he wanted them to take an aggressive approach." Bush Approved Torture - Impeach Bush Now!

PentaPost opines,"There is no justification, legal or moral, for the judgments made by Bush's political appointees at the Justice and Defense Depts. Theirs is the logic of criminal regimes, of dictatorships around the world that sanction torture on grounds of 'national security.' For decades the U.S. government has waged diplomatic campaigns against such outlaw governments - from the military juntas in Argentina and Chile to the current autocracies in Islamic countries such as Algeria and Uzbekistan - that claim torture is justified when used to combat terrorism. "CCR has posted the controversial Pentagon 'Working Group Report on Detainee Interrogations in the Global War on Terrorism' on its website. The report is further proof of the Bush administration's disregard for the Constitution and civil liberties and shows there was planning at high levels of government to abuse and torture detainees. CCR President Michael Ratner stated, 'This memo and others show there was planning far up the chain of command to torture detainess; the atrocities at Abu Ghraib and elsewhere cannot be swept under the rug by going after low-level soldiers. Apparently highly placed U.S. officials were willing to approve interrogation methods that violate every convention on torture the United States has ever signed. But they needed to find cover for their actions and a defense to possible criminal prosecution. Rude Pundit blogs, "apparently Bush keeps Saddam Hussein's gun, the one he had when he was captured from the 'spider hole,' in a study off the side of the Oval Office. Bush shows it to visitors; he is 'proud of it' because, it seems, or so it is said, it reminds the resident of how 'proud' he is of the troops... Exactly how may laws, federal and D.C., might the resident be breaking with his possession of that firearm? Did he receive a background check for the transfer of ownership? Is Bush licensed to possess a firearm in a federal facility? The District of Columbia prohibits firearms to be gifts. How many people are implicated in Bush's firearm possession? "A witness who told ABC News he believed the military was covering up the extent of abuse at Iraq's Abu Ghraib prison was today stripped of his security clearance and told he may face prosecution because his comments were 'not in the national interest.' Sgt. Samuel Provance said in addition to his revoked security clearance, he was transferred to a different platoon, and his record was officially 'flagged,' meaning he cannot be promoted or given any awards or honors. Provance said he was told he will face administrative action for failing to report what he knew at the time and for failing to take steps to stop the abuse. 'I see it as an effort to intimidate Sgt. Provance and any other soldier whose conscience is bothering him, and who wants to come forward and tell what really happened at Abu Ghraib,' said his attorney Scott Horton." PentaPost reports, "Sgt. Samuel Provance said [military] intelligence interrogators told military police to strip down prisoners and embarrass them as a way to help 'break' them. The same interrogators and intelligence analysts would talk about the abuse with Provance and flippantly dismiss it because the Iraqis were considered 'the enemy'... [Provance said] the highest-ranking military intelligence officers at the prison were involved and that the Army appears to be trying to deflect attention away from military intelligence's role... Brig. Gen. Janis L. Karpinski claimed that military intelligence imposed its authority so fully that she eventually had limited access to the interrogation facilities. And an attorney for one of the soldiers [said] that the Army has rejected his request for an independent inquiry, which could block potentially crucial information about involvement of military intelligence, the CIA and the FBI from being revealed." "The concern about possible future prosecution for war crimes-and that it might even apply to Bush adminstration officials themselves- is contained in a crucial portion of an internal January 25, 2002, memo by White House counsel Alberto Gonzales obtained by Newsweek. It urges George Bush declare the war in Afghanistan, including the detention of Taliban and Al Qaeda fighters, exempt from the provisions of the Geneva Convention... Administration critics have charged that key legal decisions made in the months after September 11, 2001 including the White House's February 2002 declaration not to grant any Al Qaeda and Taliban fighters prisoners of war status under the Geneva Convention, laid the groundwork for the interrogation abuses that have recently been revealed in the Abu Ghraib prison in Iraq." "Dozens of soldiers - other than the seven military police reservists who have been charged - were involved in the abuse at Iraq's Abu Ghraib prison, and there is an effort under way in the Army to hide it, a key witness in the investigation told ABC News. 'There's definitely a cover-up,' the witness, Sgt. Samuel Provance, said. 'People are either telling themselves or being told to be quiet.' Provance, 30, was part of the 302nd Military Intelligence Battalion stationed at Abu Ghraib last September. He spoke to ABC News despite orders from his commanders not to... [Maj. Gen. George] Fay started his probe on April 23, but Provance said when Fay interviewed him, the general seemed interested only in the military police, not the interrogators, and seemed to discourage him from testifying. Provance said Fay threatened to take action against him for failing to report what he saw sooner... 'I feel like I'm being punished for being honest,' Provance told ABC News." Impeach Bush Now!

"Like the more numerous detainees at Guantanamo Bay, the high-level Qaeda prisoners have also been defined as unlawful combatants, not as prisoners of war. Those prisoners have no standing in American civilian or military courts.... After the Sept. 11 attacks, the agency began to search for remote sites in friendly countries around the world where Qaeda operatives could be kept quietly and securely. 'There was a debate after 9/11 about how to make people DISAPPEAR,' a former intelligence official said. The result was a series of secret agreements allowing the C.I.A. to use sites overseas without outside scrutiny... Counterterrorism officials have complained about the Bush administration's failure to have an 'endgame' for these detainees. One official said they could also be imprisoned indefinitely at a new long-term prison being built at Guantanamo." In South America, the "disappeared" were simply thrown into the ocean. Tom Engelhardt writes, "The system of injustice that, since 9/11, we've sent offshore and organized globally -- from Guantanamo, Cuba to Bagram Air Force Base in Afghanistan -- is by its nature also a system of torture. It was designed from the beginning to be a Bermuda Triangle of injustice, existing in an extrajudicial darkness beyond 'our' sight or oversight. There, on military bases and in special military-controlled prisons, the 'war on terrorism' could be carried to its informational climax in whatever ways and by whatever methods American intelligence officials felt might 'break' whatever prisoners we had. Whether in Guantanamo or at Abu Ghraib in Iraq, this developing mini-gulag was never meant to be a system of imprisonment for crimes -- hence the lack of charges, no less trials of any sort, anywhere in the imperium. Is the NY Times coming out of its coma? From Bagram to Guantanamo to Abu Ghraib, the Times is connecting the prison torture dots - and drawing the conclusion that torture is not only illegal and immoral, but also a recruiting tool for Osama Bin Laden. "Despite its best efforts, the government has never been able to demonstrate any strong link between Iraq and Al Qaeda before the invasion. But since then, Iraqi prisoners have been treated like suspected terrorists. "In late August and early September, 2003, a team from the U.S. detention facility in Guantanamo Bay, Cuba, visited Iraq to see whether it could help U.S. forces there obtain 'better information' [sic] from detainees. That team was overseen by Maj. Gen. Geoffrey D. Miller, commander at Guantanamo. Among its recommendations were that military police guards act as 'an enabler for interrogation,' Taguba's report found. But Taguba questioned whether Iraqi detainees should be treated similarly to Al Qaeda suspects in Guantanamo. 'There is a strong argument that the intelligence value of detainees held at [Guantanamo] is different than that of the detainees/internees held at Abu Ghraib and other detention facilities in Iraq,' he wrote." By creating secret off-shore torture chambers in Guantanamo, the Busheviks have corrupted the entire US military. And now Maj. Gen. Miller has been appointed to oversee prison conditions in Iraq! "Iraqi nuclear facilities appear to be unguarded, and radioactive materials are being taken out of the country, the U.N.'s nuclear watchdog reported after reviewing satellite images and equipment that has turned up in European scrapyards... The IAEA is waiting for a reply from the US, which is leading the coalition administering Iraq, officials said. The US has virtually cut off information-sharing with the IAEA since invading Iraq in March 2003 on the premise that the country was hiding WMD... According to ElBaradei's letter, satellite imagery shows 'extensive removal of equipment and in some instances, removal of entire buildings,' in Iraq. In addition, 'large quantities of scrap, some of it contaminated, have been transferred out of Iraq from sites' previously monitored by the IAEA. In January, the IAEA confirmed that Iraq was the likely source of radioactive material known as yellowcake that was found in a shipment of scrap metal at Rotterdam harbor." Impeach Bush Now!

David Corn was the journalist who first denounced Robert Novak's outing of Valerie Plame. Plame's husband Joseph Wilson now tells Corn, "I'm appalled that they haven't gotten to the bottom of it yet, and I have to conclude that the reason is because administration officials in the know are simply stonewalling. The president made it very clear in a public comment that he expected his senior officials to cooperate with the investigation because he wanted to get to the bottom of it. Now either the president was just not being serious when he made that statement, or else his senior staff is disobeying him, or else he doesn't have any authority over his senior staff. John Bonifaz tells Buzzflash, "It would be very unfortunate for this country to go through a process by which it reelects a President without any consideration of whether he's committed impeachable offenses, only to then, assuming after that election, begin that process. This process ought to begin now. There ought to be scrutiny engaged by the U.S. Congress today on whether Bush has committed impeachable offenses... These are high crimes that the President has committed, and he ought to be impeached for that reason. And this investigation ought to deal with the question of those high crimes. Elections are for questioning whether or not there's popular support for the person in office or the person seeking office. But the impeachment process is for addressing the matter of high crimes. And it's critical now for this nation and for the integrity of the Constitution that we engage in that process."

Wall St. Journal reports, "The Pentagon acknowledged that in tandem with its secret planning for the Iraq war two years ago, it funded 21 military-related projects in the Mideast when the Bush administration had yet to seek a war resolution from Congress. The administration said in late summer 2002 that $178.4 million was spent on projects that could be justified [oh REALLY?] as part of the larger war against terrorism. The heaviest concentration of projects was in Kuwait, including a $24 million contract to build up an ammunition storage and supply system for an Army brigade, and $15 million for communications equipment at the Arifjan Base Camp. A $3 million detention facility for unspecified prisoners also was funded, together with almost $6.5 million for an inland petroleum-distribution system, including fuel trucks." How were these projects related to AFGHANISTAN? Impeach Bush Now!

Josh Marshall writes, "The more I read that passage (below) from this morning's gaggle, the more perplexed I become. Why couldn't Scott McClellan give a straight denial to any of the questions about whether Saudi Ambassador Prince Bandar had pledged to President Bush that his country would lower gas prices in time for the November election?... I think such an arrangement or understanding is quite possible. Yet such agreements aren't written out on paper. And they should be easily deniable even if they are true -- especially with a White House that, from my experience, seldom gets hung up on such minor quibbles. So, again, why the evasion?" On CBS' Face the Nation, Bob Schieffer twice asked Condi Rice whether it was illegal for the Pentagon to shift $700 million out of funds appropriated by Congress for war in Afghanistan, to use to prepare for war in Iraq. She said Gen. Tommy Franks was "the CINC for CENTCOM, which means the Middle East, Afghanistan and so forth. And so if resources needed to be moved around in that region I would think that the general could do that... The secretary of Defense manages the appropriation that he is given from Congress. The secretary of Defense, I am quite certain, would propose to the president things that he believes are inside his purview--purview to do with the allocation that he gets from Congress." On 60 Minutes "Woodward says immediately after [Bush ordered a new Iraq War plan on 11/21/01], Rumsfeld told Gen. Tommy Franks to develop a war plan to invade Iraq and remove Saddam - and that Rumsfeld gave Franks a blank check. 'Rumsfeld and Franks work out a deal essentially where Franks can spend any money he needs. And so he starts building runways and pipelines and doing all the preparations in Kuwait, specifically to make war possible,' says Woodward. 'Gets to a point where in the end of July 2002, they need $700 million, a large amount of money for all these tasks. And the president approves it. But Congress doesn't know and it is done. They get the money from a supplemental appropriation for the Afghan War, which Congress has approved. 'Some people are gonna look at a document called the Constitution which says that no money will be drawn from the treasury unless appropriated by Congress. Congress was totally in the dark on this.'" Bob Woodward's new book claims Bush ordered Rummy to draw up a new war plan for Iraq in 11/01, right in the midst of the Afghanistan war. Gen. Tommy Franks, who led the Afghan war, "uttered a string of obscenities when the Pentagon told him to come up with an Iraq war plan in the midst of fighting another conflict." But when asked about that 11/01 order, Bush first changed the subject to 9/01, then skipped ahead 1 full year. "I didn't really start focusing on Iraq until later on, particularly about the time I started going to the United Nations," which was on 9/12/02. At long last, a mainstream news outlet -- the Los Angeles Times -- has run a story on the flight of bin Laden family members right after the 9/11 attacks. Craig Unger, author of "House of Bush, House of Saud," attests that he has spoken to security guards on the flights and FBI agents who identified Saudi passengers boarding the flights. He also asserts that the FBI made no attempt to interview these relatives of the prime suspect in the attacks, and that the Saudis' departure from the U.S. was approved and expedited by the White House. In response to Condi's testimony, Richard Clarke told Peter Jennings "[What] might have had some effect on 9/11 would have been if Dr. Rice and the president had acted personally, gotten involved, shaken the trees, gotten the Cabinet members involved when they had ample warning in June and July and August that something was about to happen... She admitted that she didn't convene the Cabinet... I asked for a meeting with the president several times beginning, in fact, before Dr. Rice even took office in the transition briefing. I said I have given this briefing to the vice president, I've given it to the secretary of state, I've given it now to you, I would like to give it to the president. Bush "told America he wants a 'society in which people take responsibility for the decisions they make' instead of 'blaming somebody else.' Yet he still refuses to own up to specific decisions he and his Administration made before 9/11 to 'de-emphasize terrorism' as a priority, terminate a key program to track Al Qaeda suspects in the United States, and 'veto a request' to put more money into counterterrorism after the Bush White House tried to slash the FBI's counterterrorism budget. The Administration also refused to take responsibility for rejecting January 2001 recommendations from the U.S. Government's bipartisan Commission on National Security and instead waited five months to create a counterterrorism task force, which it then never once convened. Emanuel said campaign media buyers typically are paid 10 to 15 percent of the cost of air time. But executives would not say how much the firm is being paid... National Media partners include Robin Roberts, the media buyer for Bush's 2000 campaign, and Alex Castellanos, who is well-known for creating sharp attack ads including the Republican Party commercial about Al Gore in 2000 that subtly flashed the word 'RATS' across the screen." Condi "Rice has agreed to be interviewed by the bipartisan 9/11 commission on Feb. 7. [But Bob Kerrey] said that Ms. Rice's interview will not be held under oath, and the results of the interview are not to be made public... Mr. Kerrey, the commission's unlikely new spitfire, told The Observer he would lobby the commission to request sworn, public testimony from Bush's embittered national security advisor... The commissioners are divided on whether or not to press the point - and to use a subpoena if she refuses. 'We're not there yet,' said former New Jersey Governor Tom Kean, the committee's chairman.... House Speaker Dennis Hastert has insisted that the commission 'live within the current deadline,' which is the end of May. An Iraqi exile group in London which claims to have supplied Britain with a key piece of intelligence on Iraqi weapons has admitted that the information might have been false... Reports the Toronto Sun: "U.S. security agents have a master list of five million people worldwide thought to be potential terrorists or criminals, officials say. Names on the list are compared against those applying for visas or on flights travelling to the U.S. Anyone whose name is on the list is questioned or banned from entering the U.S." Or locked up indefinitely. "A new $22 million system to allow soldiers and other Americans overseas to vote via the Internet is inherently insecure and should be abandoned, according to members of a panel of computer security experts asked by the government to review the program... AP: "Bush is declining to criticize former Treasury Secretary Paul O'Neill [he has Karl Rove's team of 'anonymous White House Officials' to do that for him], who claims in a new book that the White House planned to topple Saddam Hussein before Nine-Eleven. Bush says he inherited a policy of 'regime change' in Iraq from the Clinton administration and adopted it as his own. He says the administration was working out its policy when Nine-Eleven hit." Oh yes, when all else fails, blame Clinton. Hey, CIA operative Robert Baer said that Clinton wouldn't go along with his plan to covertly remove Hussein. When the NeoCon PNAC petitioned Clinton in 1998 with their plans to invade Iraq, Clinton told them to take a hike. But as soon as Bush seized office, he appointed many of these PNAC members to his administration -- such as Rumsfeld and Wolfowitz. PNAC members were advising Bush while on the campaign trail. "Asked about O'Neill's contention that the first National Security Council meeting of the Bush administration in January 2001 discussed ousting Saddam, Scott McClellan didn't deny that account." Instead, he invented a whole NEW lie: "Bush 'exhausted all possible means to resolve the situation in Iraq peacefully' before launching the invasion in March, McClellan said. Saddam defied a 'final opportunity to comply' with U.N. demands to disarm, prompting Bush to take action 'in the aftermath of Sept. 11th (because) it's important to confront threats before it's too late.'" Memo to DC press corps: Saddam complied with EVERY demand placed on him by the UN inspectors. He let them visit every presidential palace, turned over every document he could find by their deadline, and destroyed the only violation they found - short range missiles that flew too far. Tallahassee Democrat editor Mike Pope describes how Condi told Tim Russert "I didn't remember" that the CIA said not to use the Niger Hoax. Condi "lectured Rep. Boyd - who served in Vietnam as an infantry officer - about the lesson of Vietnam. Rice seems pretty confident of her memory in this area, yet seems disturbingly aloof about her memory problems concerning the 2003 SOTU. This is the kind of willful deception that Sen. Bob Graham said was worthy of impeachment - if only we had a Congress that had the backbone to seriously examine the matter. By the standards set in the Clinton impeachment, Bush's crimes and misdemeanors are worthy of impeachment. Of course, getting testimony from folks as memory challenged as Rice might pose a problem. But... I think a Senate impeachment trial is warranted. Bush "began laying plans for an invasion of Iraq, including the use of American troops, within days of Bush's inauguration in January of 2001 - not eight months later after the 9/11 attacks as has been previously reported. In the first three months of 2001, the administration was looking at military options for removing Saddam Hussein from power and planning for the aftermath of Saddam's downfall - including post-war contingencies like peacekeeping troops, war crimes tribunals and the future of Iraq's oil. 'There are memos,' Suskind tells Stahl, 'One of them marked 'secret' says 'Plan for Post-Saddam Iraq.'' A Pentagon document, says Suskind, titled 'Foreign Suitors For Iraqi Oilfield Contracts,' outlines areas of oil exploration. "A longtime political activist was fined $500 yesterday after a judge found him guilty of entering a restricted area during a presidential visit. U.S. Magistrate Bristow Marchant did not give Brett Bursey, 55, any jail time, saying he considered the fact that Bursey had been protesting peacefully and was not engaged in any 'wantonly criminal' act. But Marchant defended the government's view of the importance of restricted areas for the president's safety. Bursey said he would appeal Marchant's verdict, hoping to force courts to recognize basic American principles such as the right of free speech... 'In this age of suicide bombers -- the Secret Service's concern with allowing unscreened persons to stand in such close proximity to a slow-moving vehicle carrying the President of the United States is not just understandable, but manifestly reasonable,' Marchant wrote in his ruling." Barton Gellman writes, "Investigators have found no support for the two main fears expressed in London and Washington before the war: that Iraq had a hidden arsenal of old weapons and built advanced programs for new ones. In public statements and unauthorized interviews, investigators said they have discovered no work on former germ-warfare agents such as anthrax bacteria, and no work on a new designer pathogen -- combining pox virus and snake venom -- that led U.S. scientists on a highly classified hunt for several months. The investigators assess that Iraq did not, as charged in London and Washington, resume production of its most lethal nerve agent, VX, or learn to make it last longer in storage. And they have found the former nuclear weapons program, described as a 'grave and gathering danger' by Bush and a 'mortal threat' by Cheney, in much the same shattered state left by U.N. inspectors in the 1990s." Lawrence Korb writes: "Eight months after the Bush administration got us involved in a bloody war in Iraq, we are now told by one of Secretary of State Colin L. Powell's closest advisers that Iraq was a war of choice after all. According to Richard Haass, director of policy planning at the State Department until June 2003 and still the Bush administration's special envoy to Northern Ireland, the administration 'did not have to go to war against Iraq, certainly not when we did. There were other options." Really? This is not what the administration told us before the war and continues to tell us to this day." Impeach Bush Now!

"As Central Command chief [until 2000, Gen. Anthony] Zinni had been immersed in U.S. intelligence about Iraq. He was all too familiar with the intelligence analysts' doubts about Iraq's programs to acquire WMD. 'In my time at CENTCOM, I watched the intelligence, and never-not once-did it say, 'He has WMD." Though retired for nearly two years, Zinni says, he remained current on the intelligence through his consulting with the CIA and the military. 'I did consulting work for the agency, right up to the beginning of the war. I never saw anything. I'd say to analysts, 'Where's the threat?" Their response, he recalls, was silence. As he walked off the stage in Nashville [in 8-02], Zinni concluded that the Bush administration was determined to go to war. A moment later, he had another, equally chilling thought: 'These guys don't understand what they are getting into.'... 'I think the American people were conned into this,' he said." PentaPost reports, "To the Pentagon, stop-loss orders are a finger in the dike -- a tool to halt the hemorrhage of personnel, and maximize cohesion and experience, for units in the field in Iraq, Afghanistan and elsewhere. Through a series of stop-loss orders, the Army alone has blocked the possible retirements and departures of more than 40,000 soldiers, about 16,000 of them National Guard and reserve members who were eligible to leave the service this year... 'I'm furious. I'm aggravated. I feel violated. I feel used,' said Chief Warrant Officer Ronald Eagle, 42... Other soldiers retained by the Army under stop-loss are more resigned than irate, but no less demoralized by what some have come to regard as their involuntary servitude." "Children across the country are being cut off from doctors because cash-strapped states are rolling back health insurance for the working poor, a four-month investigation by Gannett News Service has found. 22 states have restricted children's health insurance programs over the past 18 months, and more cuts are possible in 2004 as states face another round of daunting budget deficits... About 270,000 children of low-income, working parents have been barred from health insurance programs in the nine states where estimates are available. Texas and Florida lead the country in the number of low-income children shut out of state health insurance programs. Changes to state children's health insurance programs are expected to hurt immigrant children, especially Hispanics. Hispanic children comprise an estimated 17.7% of all U.S. children but represent approximately 37% of all uninsured children... Instead, the source said, the board believes the White House was so anxious 'to grab onto something affirmative' about Hussein's nuclear ambitions that it disregarded warnings from the intelligence community that the claim was questionable." American Prospect "has learned that part of a secret $3 billion in new funds-tucked away in the $87 billion Iraq appropriation that Congress approved in early November-will go toward the creation of a paramilitary unit manned by militiamen associated with former Iraqi exile groups. Experts say it could lead to a wave of extrajudicial killings, not only of armed rebels but of nationalists, other opponents of the U.S. occupation and thousands of civilian Baathists-up to 120,000 of the estimated 2.5 million former Baath Party members in Iraq... The plan is part of a last-ditch effort to win the war before time runs out politically. Driving the effort are U.S. neoconservatives and their allies in the Pentagon and Dick Cheney's office, who are clearly worried about America's inability to put down the Iraqi insurgency with time to spare before November... The covert money will support U.S. efforts to create a lethal, and revenge-minded, Iraqi security force." Impeach Bush NOW!

Minneapolis Star-Tribune opines, "On CNN's 'Late Edition,' Wolf Blitzer pushed Card fairly hard on the war in Iraq -- not so much on how it's going, but on why it happened. At one point, after broaching the issue of the phantom weapons of mass destruction, Blitzer asked, 'Was U.S. intelligence going into the war faulty?' Card answered: 'Well, intelligence... I think that's a moot point.' Such an innocuous phrase, 'moot point,' but it is breathtaking in its significance and damnably outrageous of Card to use it... This was an intelligence failure of immense proportions and consequences. The American people were misled into war. That failure hardly qualifies as a 'moot point.' AWOL Bush's Chief of Staff Andy Card is demanding that decorated Vietnam Vet John Kerry apologize for saying "Did I expect George Bush to f--- it [the Iraq War] up as badly as he did? I don't think anybody did." But why should Kerry apologize for using the "f" word, when AWOL Bush himself told visiting Senators in March 2002, "F**k Saddam, we're taking him out." "As the guerrilla war against Iraqi insurgents intensifies, American soldiers have begun wrapping entire villages in barbed wire. In selective cases, American soldiers are demolishing buildings thought to be used by Iraqi attackers. They have begun imprisoning the relatives of suspected guerrillas, in hopes of pressing the insurgents to turn themselves in. The Americans embarked on their get-tough strategy in early November, goaded by what proved to be the deadliest month yet for American forces in Iraq, with 81 soldiers killed by hostile fire. The response they chose is beginning to echo the Israeli counterinsurgency campaign in the occupied territories... an Iraqi man named Tariq muttered in anger. 'I see no difference between us and the Palestinians,' he said. 'We didn't expect anything like this after Saddam fell.'" Is this the "freedom" that Bush (now) says he invaded Iraq for? Joanne Mariner writes, "Here are some numbers to consider: 14 million, 35.9 billion, and 1. The first is an estimate of the number of people who will die of AIDS and other treatable diseases over the course of the coming year, most of them in the poor countries of the developing world. The second figure represents the combined 2002 profits, in dollars, of the 10 biggest pharmaceutical companies listed in Fortune magazine's annual review of America's largest businesses. The third figure corresponds to the number of countries that, last week, voted against a U.N. resolution on access to drugs in global epidemics such as HIV/AIDS, tuberculosis and malaria. The resolution emphasized that the failure to deliver life-saving drugs to millions of people who are living with HIV/AIDS constitutes a global health emergency. Cheryl Seal reports, "On 11/17 'Space News International' revealed that NASA [in cahoots with the Pentagon] is reviving the X-37 space 'plane,' which it will now send into orbit for 270 days. In TN, "One Ku Klux Klansman accidentally shot another participant at the initiation of a new member - then ran from the incident. Chief Deputy Patrick Littleton says about ten people were at the K-K-K initiation - two of them children. They had the initiate blindfolded and standing on tiptoes with his neck in a noose as they shot paintballs at him. This, in a woods near Limestone. Littleton says 45-year-old Gregory Allen Freeman started firing his nine millimeter pistol into the air to add realism to the event and one of the slugs hit Jeffrey Murr as it came down again. The bullet struck the top of Murr's head and came out near the base of his skull... Freeman is free on bond, charged with aggravated assault and felony reckless endangerment." A Retro Poll found that 40% of Americans believe Bush should be impeached for lying about Iraq. NY Times: "The commission investigating the Sept. 11 terror attacks said on Thursday that its deal with the White House for access to highly classified Oval Office intelligence reports would let the White House edit the documents before they were released to the commission's representatives. The agreement has led to the first public split on the commission. Two Democrats on the 10-member panel say that the commission should have demanded full access to the intelligence summaries... An umbrella group of victims' families joined the criticism, saying the terms of the accord should be public... A Democrat on the panel who has criticized the accord, former Representative Timothy J. Roemer of Indiana, said in an interview that he believed that the panel had agreed to terms that would let the White House edit the reports to remove the contexts in which the intelligence was presented and to hide any 'smoking guns.'" Sid Blumenthal writes, "Abu Mazen... desperately required US pressure on the Sharon government to make concessions on building settlements on the West Bank. Abu Mazen sent a secret emissary to the White House [who] met [NeoCon] Elliot Abrams and laid out what support was needed from Bush if Abu Mazen - and therefore the road map - were to survive. Abrams told him, he says, that Bush 'could not agree to anything' due to domestic political considerations: Bush's reliance on the religious right, his refusal to offend the American Israel Public Affairs Committee and the demands of the upcoming election. Shikaki pleaded that Abu Mazen presented 'a window of opportunity' and could not go on without US help. 'He has to show he's capable of doing it himself,' Abrams answered dismissively. Inside the NSC, those in favour of the road map - CIA analysts Flynt Leverett and Ben Miller among others - were forced out. On September 6, Abu Mazen resigned, and the road map collapsed." House committee Dems had just asked for info about how much the White House spent making and installing the 'Mission Accomplished' banner for Resident Bush's May 1 speech... Boston Globe reports, "Despite Bush's repeated pledges of full cooperation, administration officials yesterday refused to rule out invoking executive privilege to shield some documents from Justice Department investigators looking into whether someone in the White House illegally leaked the name of a CIA operative. Democrats who have complained that the investigation should be handled by a special counsel instead of the Justice Department because of its connections to the White House said the prospect of executive privilege being used shows that more independence is needed. 'Asserting executive privilege would make a farce of the investigation,' said Senator Edward M. Kennedy. 'That's why we need a special prosecutor, so that we can challenge any coverup.' The very words 'executive privilege' evoke memories of scandal-plagued presidents trying to use the power of their office to hide from public view politically damaging information.'" "A possible negotiated peace deal was laid out in a heavily guarded compound in Baghdad in the days before the war, ABCNEWS has been told, but [Richard Perle] says he was ordered not to pursue the deal. [Imad Hage], a prominent Lebanese-American businessman said he secretly met with Iraqi intelligence officials just days after Colin Powell laid out the U.S. case for war at the UN in February... Hage says he met with Saddam Hussein's chief of intelligence, Gen. Tahir Habbush, [who] laid out terms of a negotiated peace during a four-hour session... Habbush repeated public denials by the regime that Iraq had weapons of mass destruction but offered to allow several thousand U.S. agents or scientists free rein in the country to carry out inspections... [He] also offered U.N.-supervised free elections, oil concessions to U.S. companies and was prepared to turn over a top al Qaeda terrorist, Abdul Rahman Yasin." Perle says the CIA rejected the offer. "The U.S. Senate passed controversial legislation allowing the thinning of forests across the West, and another debate erupted over whether dire warnings about a bark beetle infestation were ignored in Washington. In April, Gov. Gray Davis requested $430 million to remove unhealthy trees on 415, 000 acres of forest, but the request for emergency funds went unanswered until last week - and then was denied... Sen. Barbara Boxer, speaking in the Senate during Thursday's debate on the 'Healthy Forests' bill, complained that Bush had failed to act on the state's request for help and that now Californians were suffering. 'We named three of the four counties that are up in smoke, and we begged him to declare a disaster, we begged him,' Boxer said before the bill passed 80-14. 'We saw this coming a mile away.'" "The White House has edited its website to keep search engines from archiving pages on Iraq [by adding] virtually all of the directories with 'Iraq' in them to its robots.txt file, meaning that search engines [like Google] would no longer list those pages in results or archive them. Why would the White House do this? Those pages are still public, and the White House search engine itself does index those pages, so users can still get to them. It's easy enough to understand the reasoning if you look at past White House actions. Earlier this year, the White House revised pages on its website claiming that 'combat' was over in Iraq, changing them to say 'major combat.' One of the reasons some alert readers noticed the change - and were able to prove it - was that Google had archived the pages before the change occurred. "The Center for American Progress released a new one-page backgrounder today on how U.S. troops have been repeatedly misled by the Bush Administration on everything from medical care to deployment times to salaries. A few highlights: While Bush said on 1/3/03, 'I want to make sure that our soldiers have the best possible pay,' the Army Times reported on 6/30/03, 'The Bush administration announced that on Oct. 1 it wants to roll back recent modest increases in monthly imminent-danger pay (from $225 to $150) and family-separation allowance (from $250 to $100) for troops getting shot at in combat zones.' Bush visited troops wounded in Afghanistan at Walter Reed Army hospital on 1/17/03 saying, 'We should and must provide the best care for anybody who is willing to put their life in harm's way.' He made these comments the same day his Administration announced it was cutting off access to its health care system for approximately 164,000 veterans (WP, 1/17/03).'" Impeach Bush Now!

"Car bombers struck the international Red Cross headquarters and three police stations across Baghdad on Monday, killing at least 35 people and injuring more than 200 in a spree of destruction that terrorized the Iraqi capital on the first day of the Muslim holy month of Ramadan. The string of bombings, all within less than an hour, was the bloodiest attack yet in the city of 5 million by insurgents targeting the American-led occupation and those perceived as working with it. It also appeared like a dramatic escalation in tactics - in past weeks, bombers have carried out heavy suicide bombings, but in single strikes." Two Ashcroft employees, "U.S. Attorney Patrick L. Meehan and FBI Special Agent Jeffrey Lampinski said federal authorities never intended for the bug to be discovered weeks before a close election. 'Certainly nobody wanted to have any negative impact on the election,' Meehan said in the lobby of the Sheraton Society Hill Hotel, where he was attending a national law enforcement conference. 'No one regrets more so than the investigators on this case that this device was uncovered in the midst of an election,' Lampinski added. The officials said charges were not imminent. 'This began substantially well before the election cycle and will... be ongoing long after the election,' Lampinski said. Since the discovery of the listening device by city police on Oct. 7, Street and other Democrats have voiced suspicion that the investigation is politically motivated and is designed to influence the outcome of the election on Nov. 4." "Expressing a confidence that goes well beyond the projections of many economists, Treasury Sec. John W. Snow[Job] has predicted that the American economy will add two million new jobs before next year's elections. In an interview with The Times of London on Monday, Mr. Snow predicted that the economy would grow at an annual rate of nearly 4% over the next year and add about 200,000 jobs a month. 'I would stake my reputation on employment growth happening before Christmas,' Mr. Snow said." ROTFL! Which of his reputations is he staking - the fool, the hypocrite, or the liar? According to the NY Times, "Mr. Snow went well beyond the general cheerfulness that Bush and administration officials have repeated for some time." WRONG! "From the start, the government's case against Moussaoui was utterly circumstantial, and the connection between the hijackers and him was mainly inferred from their similar profiles. In fact, sources tell Time, the FBI has long believed that Moussaoui played no part in the 9/11 scheme and was only a minor player in al-Qaeda. Still, the Justice Department's December 2001 indictment laid out in chilling detail the 19 hijackers' activities in the months leading up to Sept. 11, alongside Moussaoui's doings over a similar time frame. Several officials said that many of the findings in the $5 million study were ignored by Pentagon officials until recently... The man overseeing the planning, Tom Warrick, a State Department official, so impressed aides to Jay Garner, a retired Army lieutenant general heading the military's reconstruction office, that they recruited Mr. Warrick to join their team... But top Pentagon officials blocked Mr. Warrick's appointment, and much of the project's work was shelved." Who blocked Warrick? Beginning in April 2002, the State Department project assembled more than 200 Iraqi lawyers, engineers, business people and other experts into 17 working groups to study topics ranging from creating a new justice system to reorganizing the military to revamping the economy. Their findings included a much more dire assessment of Iraq's dilapidated electrical and water systems than many Pentagon officials assumed. "A suspicious sample of biological material recently found by U.S. weapons hunters in Iraq probably was purchased legally from a U.S. organization in the 1980s and is a substance that has never been successfully used to produce a weapon, experts said. The discovery of the hidden vial of C. botulinum Okra B, which was revealed in an Oct. 2 interim report by chief U.S. weapons hunter David Kay, was highlighted in speeches by Bush, Dick Cheney, Colin L. Powell and other senior administration officials as proof that Saddam Hussein's government maintained an illicit bio-weapons program before the war. The significance of the vial is one of several elements of Kay's report that are being called into question by U.S. biowarfare experts and former United Nations weapons inspectors... "The Defense Department sold equipment to the public that can be used for making biological warfare agents, according to a draft report by the General Accounting Office. The Defense Department agency responsible for the sale of excess property to the public, the Defense Reutilization and Marketing Service, halted the sale of such items September 19 while the practice is reviewed. 'Many items needed to establish a laboratory for making biological warfare agents were being sold on the Internet to the public from DoD's excess property inventory for pennies on the dollar, making them both easy and economical to obtain,' the GAO draft report said." "Shortly after the war began in March, the administration... said that Iraq would 'not require sustained aid' because of its abundant resources, including oil and natural gas. On March 27, Paul Wolfowitz told [Congress] 'The oil revenues of that country could bring between $50 billion and $100 billion over the course of the next two or three years.' Testifying in the Senate that same day, Mr. Rumsfeld emphasized that 'when it comes to reconstruction, before we turn to the American taxpayers we will turn first to the resources of the Iraqi government.'... [But Paul] Bremer, in his remarks to legislators two weeks ago, said that for the next two years, whatever revenue was reaped from oil production would not exceed the cost of Iraq's day-to-day operating expenses. "Four months after the Security Council ordered an independent board to monitor U.S. spending of Iraq's oil revenues, diplomats on Thursday accused the United States of blocking it from taking up its duties... In Washington, administration officials said they were eager for the board to be set up and begin its work but wanted its role confined essentially to bookkeeping. 'By getting more people involved, you are going to have a lot of quibbling over how the money is spent,' one U.S. official said, speaking on condition of anonymity. 'We are on the ground, we know what the needs are, and we are committed to ensuring the money is spent appropriately and in a transparent fashion,' the official said." "The Bush administration is seeking more than $600 million from Congress to continue the hunt for conclusive evidence that Saddam Hussein's government had an illegal weapons program, officials said Wednesday. The money, part of the White House's request for $87 billion in supplemental spending on Iraq and Afghanistan, comes on top of at least $300 million that has already been spent on the weapons search, the officials said... While the [earlier] Exploitation Task Force worked out of an abandoned palace and the servants' housing quarters near Baghdad airport and remained short of vehicles, air support, computers and even electricity during the initial months of the weapons hunt, the [new] Iraq Survey Group spent its first weeks installing air-conditioned trailers, a new dining facility, state-of-the-art software and even a sprinkler system for a new lawn." Iraq WMD hunter David Kay has come up empty - COMPLETELY empty. But when he testifies before Congress next week will he tell the truth - the whole truth - and nothing but they truth? Fuggeddaboutit. Kay, who is in Washington this week finishing the document, is "still gathering information from the field," the CIA's chief spokesman, Bill Harlow, said yesterday. "Don't expect any firm conclusions. He will not rule in or rule out anything." Last month, after testifying before the Senate Armed Services Committee, Kay told reporters that his team had "found some physical evidence." He added: "I think it's very likely that we will discover remarkable surprises in this enterprise." There is only one "remarkable surprise" - Bush LIED to the American people and the world. Mother Jones offers "a sampling of some of the administration's hemming and hawing on the costs of war, occupation and reconstruction: Last September, White House economic advisor Lawrence Lindsey let slip that a war in Iraq might cost anywhere between $100 billion and $200 billion. The White House rushed to downplay his comments. Two days later, the White House budget boss, Mitch Daniels, dismissed Lindsey's prediction as 'very, very high', and three months after that, Lindsey was out of a job. It was the last time, until Sept 7, that any White House official offered a hard estimate of the war's ultimate cost... At a press conference in October 2002, White House spokesman Ari Fleischer claimed that the president had 'made no decisions' whether to go to war and therefore had no idea how much a war might cost. But, he quipped, the price of removing Saddam Hussein could be as low as '[t]he cost of one bullet, if the Iraqi people take it on themselves.'" Impeach Bush Now!

"Bush said Wednesday that there was no evidence that former Iraqi President Saddam Hussein was involved in the Sept. 11, 2001, terrorist attacks, disputing an impression that critics say the administration tried to foster to justify the war against Iraq... It came after Vice President Dick Cheney clouded the issue Sunday by saying, 'It's not surprising people make that connection.' Speaking on NBC's 'Meet the Press,' Cheney also repeated an allegation, doubted by many in the intelligence community, that Mohamed Atta, the lead Sept. 11 attacker, met with a senior Iraqi intelligence official in Prague in the Czech Republic five months before Sept. 11, 2001... Defense Secretary Donald Rumsfeld said Tuesday, 'I've not seen any indication that would lead me to believe that I could say that.'" The White House changed that to EPA 'reassures public about environmental hazards.' - Sept. 16: The EPA draft said: 'Recent samples of dust ... on Water St. show higher levels of asbestos.' In an interview with Vanity Fair, former White House counterterrorism chief Richard Clarke described the exodus thought to have been organized by Saudi ambassador to the United States Prince Bandar bin Sultan. 'We were in the midst of the worst terrorist act in history and here we were seeing an evacuation of the bin Ladens. ... In a shocking article that has received little attention, the NY Times has conducted its investigation: "American intelligence officials and senior members of the administration have acknowledged that there was LITTLE NEW EVIDENCE flowing into American intelligence agencies in the five years since United Nations inspectors left Iraq, creating an intelligence vacuum." David Kelly's suicide resulted from a BBC story by Andrew Gilligan that claimed Bush's flak Alastair Campbell "sexed up" intelligence reports by claiming Iraq could deploy chemical or biological weapons in 45 minutes. According to PentaPost, "The claim, which has since been discredited, was made twice by Bush, in a September Rose Garden appearance after meeting with lawmakers and in a Saturday radio address the same week. Bush attributed the claim to the British government, but in a 'Global Message' issued Sept. 26 and still on the White House Web site, the White House claimed, without attribution, that Iraq 'could launch a biological or chemical attack 45 minutes after the order is given.'" According to the right-wing WorldNetDaily, Cheney began planning the invasion of Iraq in April 2001 - five months BEFORE the September 11 attack that was the ultimate excuse for the invasion. Cheney's "secret White House task force solicited input from the James A. Baker III Institute for Public Policy at Rice University in Houston. The Baker report, which was submitted to Cheney in early April 2001, recommended considering a 'military' option in dealing with Iraq, which the report charged was using oil exports as a 'weapon,' by turning its spigot on and off to 'manipulate oil markets,' WorldNetDaily has learned. The report advised the Bush administration to, at a minimum, bring UN weapons inspectors back to Iraq, and then, 'once an arms-control program is in place, the United States could consider reducing restrictions on oil investment inside Iraq' to gain greater control over the reserves, and 'inject' more stability into world oil markets." But Mahdi Shukur Obeidi, who headed a uranium-enrichment unit vital to Iraq's pre-1991 bomb plans, told the CIA "that since '91 they hadn't resurrected a nuclear weapon program," and that the aluminum tubes purchased by Iraq were for powering conventional rockets, not for separating uranium. 'My answer was no, but the American people will have an opportunity to collapse both steps - impeachment and removal from office - on the first Tuesday of November 2004,' Graham told a couple hundred members of the New Democrat Network meeting in Washington. Graham, former chairman of the Senate Intelligence Committee, did not see an impeachable offense in the buildup to war, but accused the administration of 'deception and deceit' in its foreign and domestic policies. 'We were sold on war with Iraq because of an imminent threat to the United States of weapons of mass destruction,' he said. NY Times reports, "EPA is preparing to publish a draft report next week on the state of the environment, but after editing by the White House, a long section describing risks from rising global temperatures has been whittled to a few noncommittal paragraphs... The editing eliminated references to many studies concluding that warming is at least partly caused by rising concentrations of smokestack and tail-pipe emissions and could threaten health and ecosystems... Mrs. Whitman said that she was 'perfectly comfortable' with the edited version... [But] 'Political staff are becoming increasingly bold in forcing agency officials to endorse junk science,' said Jeremy Symons, a climate policy expert at the National Wildlife Federation. 'This is like the White House directing the secretary of labor to alter unemployment data to paint a rosy economic picture.'... So how is it possible that the U.S. military failed to secure the nuclear facility until weeks after the war started? Among the most vocal proponents of publicizing the alleged Niger connection, two senior officials said, were Cheney and officials in the office of Donald Rumsfeld. The effort was led by Robert G. Cheney alleged in an Aug. 26, 2002, speech that Saddam 'has resumed his efforts to acquire nuclear weapons,' and this March 16 he went much further, saying: 'We believe he has, in fact, reconstituted nuclear weapons.'" The group's departure, expected next month, marks a milestone in frustration for a major declared objective of the war... U.S. Central Command began the war with a list of 19 top weapons sites. Only two remain to be searched. Another list enumerated 68 top 'non-WMD sites,' without known links to special weapons but judged to have the potential to offer clues. Indianapolis Star reports, "For several weeks, the FBI has been using a single-engine plane to conduct surveillance in the Bloomington area and interviewing Indiana University international students as part of its counterterrorism activities. IU and FBI officials confirmed the federal agency's actions Friday but provided few specifics, saying the release of too much information could compromise investigative efforts. Residents said they have seen the small white plane at least since Feb. 19, making passes about noon, in the late evening and after midnight. FBI spokesman Doug Garrison said the activities in Bloomington are part of the agency's nationwide antiterrorism efforts. WashPost reports, "The Bush administration has begun to characterize the decision facing the Security Council not as whether there will be war against Iraq, but whether council members are willing to irrevocably destroy the world body's legitimacy by failing to follow the U.S. lead. In meetings yesterday with senior officials in Moscow, Undersecretary of State John R. Bolton told the Russian government that 'we're going ahead,' whether the council agrees or not. 'The council's unity is at stake here.' A senior diplomat from another council member said his government had heard a similar message and was told not to anguish over whether to vote for war. 'You are not going to decide whether there is war in Iraq or not,' the diplomat said U.S. officials told him. 'That decision is ours, and we have already made it. It is already final. Newsweek reports, "Hussein Kamel, the highest-ranking Iraqi official ever to defect from Saddam Hussein's inner circle, told CIA and British intelligence officers and U.N. inspectors in the summer of 1995 that after the gulf war, Iraq destroyed all its chemical and biological weapons stocks and the missiles to deliver them... Kamel was Saddam Hussein's son-in-law and had direct knowledge of what he claimed: for 10 years he had run Iraq's nuclear, chemical, biological and missile programs... Kamel's revelations about the destruction of Iraq's WMD stocks were hushed up by the U.N. inspectors, sources say, for two reasons. Saddam did not know how much Kamel had revealed, and the inspectors hoped to bluff Saddam into disclosing still more. And Iraq has never shown the documentation to support Kamel's story. 'We certainly delivered him many more than 537 votes,' he says, referring to Bush's margin of victory in the election." But the NY Times reports, "The Turkish fear of Kurdish independence is so intense that some analysts here have put forward another possibility: if the Americans get bogged down fighting the Iraqi Army in the north, Turkish troops may try to seize the oil fields near Kirkuk and Mosul, to ensure that they stay out of Kurdish hands. 'The bottom line is that the Turks will do whatever they can to hinder the development of a Kurdish state in northern Iraq,' said Mensur Akgun, director of foreign policy at the Turkish Social and Economic Studies Foundation. 'If worse comes to worse, Turkey would be willing to occupy those areas, at least temporarily'" - yeah, like the next 100 years or so. Impeach Bush Now!

Despite Congressional restrictions, Poindexter is spending $20 million to develop the Total Information Awareness program. "Cycorp, based in Austin, Texas, which was awarded $9.8 million to work on a prototype database; Telcordia, based in Morristown, N.J., which won a $5.2 million contract to focus on connecting data already available within different government offices; Hicks Associates, of McLean, Va., which was awarded $3.6 million to study the feasibility of TIA, how it would develop, and to create a prototype; Booz, Allen & Hamilton, based in Falls Church, Va., which won a $1.5 million contract. Its purpose was not publicly disclosed. Raytheon Co., based in Lexington, Mass., which confirmed that it is under contract with DARPA. Spokesman David Shay declined to outline Raytheon's specific role. Another research firm, RAND Corp., based in Santa Monica, Calif., confirmed it was expecting to work on TIA. "Jacques Myard struts around his tiny office at France's National Assembly predicting catastrophe if U.S. President George W. Bush and his "Texan" allies go ahead with their plans to launch a military attack on Iraq. "They are going to get screwed," said Mr. Myard, a small, rotund member of President Jacques Chirac's government and an outspoken opponent of U.S. policy in Iraq. "They are opening a Pandora's box," he said, predicting that even a short war will inflame passions in the Muslim world and lead to vast regional instability. UK Independent reports, "Senior democrats have accused the CIA of sabotaging weapons inspections in Iraq by refusing to co-operate fully with the UN and withholding crucial information about Saddam Hussein's arsenal. Led by Senator Carl Levin (D-MI), the Democrats accused the CIA of making an assessment that the inspections were unlikely to be a success and then ensuring they would not be. They have accused the CIA director of lying about what information on the suspected location of weapons of mass destruction had been passed on... Mr Levin has raised his concerns with the White House. In a letter to Bush, the senator asked that America provide the inspectors with as much information as available. He wrote: 'The American people want the inspections to proceed, want the United States to share the information we have with the UN inspectors and want us to obtain United Nations support before military action is used against Iraq.'" How many times has Bush told the American people and the world that "no decision has been made" about invading Iraq? Well, now we know he has LIED each time he said it. According to the NY Times, in July 2002 "King Abdullah decided to prepare for an American attack on Iraq last July, after a meeting at the White House with Bush. A Jordanian official familiar with that meeting said the 41-year-old king had asked Mr. Bush if there was any point in trying to persuade the American leader to abandon plans to topple Mr. Hussein. If Powell - backed by Tenet and Mueller - can assert a "partnership" between Osama and Saddam simply on the basis of a common enemy - the US - then there must be a "partnership" between Bush and Osama, who also share a common enemy - Saddam! And if the presence of an Al Qaeda cell (no evidence offered) in Saddam's Iraq is proof of a "partnership", then the Al Qaeda cells in Bush's USA (no evidence offered) further prove the Osama-Bush "partnership". Reuters writes, "The surprise announcement... may alarm Washington, which accuses the Islamic Republic of harboring secret plans to develop nuclear weapons.... He said the uranium had been extracted near the central city of Yazd and processing facilities had been set up in the central cities of Isfahan and Kashan... Washington has long been at odds with Russia over its help in building an $800 million nuclear power plant at Bushehr, which Tehran expects to come on stream at the end of 2003 or early in 2004. AP reports, "The State Department advised nonessential U.S. diplomats and family members on Friday to leave Israel, Jordan, Syria and Lebanon. Private U.S. citizens also were advised to leave those countries and Americans were cautioned not to travel to Israel. At the same time, the department urged Americans to stay away from Iraq and said it was closing the Polish office in Baghdad that provided consular service to Americans in the absence of U.S. relations with Iraq. U.S. citizens in Iraq were urged to leave. 'The Iraq regime's continuing refusal to cooperate fully with U.N. weapons inspectors has lead to mounting tension between Iraq and the international community,' the department said." The GAO "said today that it would not appeal its lawsuit against Vice President Cheney, handing the Bush administration a complete victory in its effort to keep confidential the identities of private groups that provided advice in forming a national energy policy. The decision is a major retreat for the General Accounting Office, which filed the unprecedented lawsuit after the vice president's office refused to turn over the information sought. GAO recently lost a decision in federal district court [handed down by Federalist Society member John Bates], and the shift in control of the Senate to Republican hands meant that the majority party in both chambers opposed the GAO action." AP writes, "While [William Donaldson's] Senate confirmation appears assured, Democrats on the Banking Committee have examined his leadership of the NYSE in the early 1990s, when floor brokers made millions of dollars in illegal trades. Donaldson and other senior NYSE officials are said to have quietly approved of letting brokers who worked on the exchange floor trade and share in profits with private customers. A federal judge in 1999 accused the stock exchange of 'downright anorexic' enforcement of a prohibition against floor brokers trading accounts in which they hold an interest. Experts said that the exemptions from the ban would undermine the Montreal Protocol, a 15-year-old pact protecting the ozone layer and widely perceived as the most effective environmental treaty ever negotiated... Bush "plans to allow religious groups for the first time to use federal housing money to help build centers where religious worship is held, as long as part of the building is also used for social services... Current regulations prohibit religious groups from using federal housing and community development grants, which totaled $7.7 billion last year, to build or rehabilitate structures. The new rules... allow the use of federal aid to acquire, rehabilitate or build centers used for religious and specifically approved nonreligious activities, so long as no federal money is used for the religious section... 'This is probably the most clearly unconstitutional aspect of the White House's faith-based initiative that we've seen up to this point,' said the ACLU. 'What this does is take federal money that is serving the neediest of the needy in our society and diverts it to the bricks-and-mortar construction of churches and sanctuaries and other places of worship.'" "In a reversal, the Bush administration has ruled that managed care organizations can limit and restrict coverage of emergency services for poor people on Medicaid. The new policy... appears to roll back standards established in a 1997 law and in rules issued by the Clinton administration in January 2001 and by the Bush administration itself in June 2002. Under the 1997 law, states can require Medicaid recipients to enroll in health maintenance organizations or other types of managed care. But certain safeguards for patients were built into that law. Congress, for example, stipulated that managed care organizations had to provide coverage for Medicaid patients in any situation that a 'prudent layperson' would regard as an emergency... Sen. Bob Graham (D-FL) a principal author of the 1997 law, said... he did not understand how the administration could, by a letter, make such profound changes in a policy established by statute." Buzzflash reports that Capital Gang's Robert Novak declared, "The last thing that the hawks inside the administration, and their friends outside the administration, want is a coup d'etat that would replace Saddam Hussein. They want a war as a manifestation of U.S. power in the world and as a sign that the United States is capable of changing the balance of power and the political map of the Middle East." Mark Shields didn't miss the outrageousness of this quote: "You're saying that there are people, I mean, who almost have a blood lust in this administration." Even Novak was terrified: "This war, I just trust it comes off easily. But I have trepidation that it won't be easy, and there's going to be terrible consequences from it." Is the North Korean situation a real crisis, or will Bush resume meaningful negotiations? Veteran intelligence reporter Seymour Hersh offers a very disturbing assessment in the New Yorker: "One American intelligence official who has attended recent White House meetings cautioned against relying on the day-to-day Administration statements that emphasize a quick settlement of the dispute. The public talk of compromise is being matched by much private talk of high-level vindication. 'Bush and Cheney want that guy's head' - Kim Jong Il's - 'on a platter. Don't be distracted by all this talk about negotiations. There will be negotiations, but they have a plan, and they are going to get this guy after Iraq. He's their version of Hitler.'" Colin Powell keeps insisting that Bush will make a "persuasive case" of Iraqi violations of Resolution 1441 to the UN on January 27. "But to the administration's rising frustration, many council members have already declared themselves not persuaded. In the 10 weeks since it agreed that Iraqi failure would bring 'serious consequences,' the likelihood that the council will authorize a U.N.-backed invasion anytime soon has steadily receded." Bush doesn't have the votes - the Security Council is now chaired by France, which sees no reason for W-ar. The European seat is now held by Germany, which opposes W-ar. Bush will start threatening foreign leaders ("It will be bilateral, and it will be personal"), but that will only work with losers like Bulgaria. The world thinks Bush should declare victory and leave Iraq, but they "misunderstimate" Bush's ruthless determination to conquer the world. Impeach Bush Now!

Team Bush insists they "discovered" North Korea's secret centrifuge uranium-enrichment program in 2002, before Asst. Sec. of State Jim Kelly visited NK. But Joshua Micah Marshall writes, "former Clinton administration officials are saying this was known about in 1999 and 2000 and that they briefed the incoming Bush administration officials on this in January 2001... The administration's claim seems even more strained given the fact that this unclassified (i.e., public) CIA report to Congress, covering the second half of 2001, states... 'During this time frame, P'yongyang has continued attempts to procure technology worldwide that could have applications in its nuclear program. The North has been seeking centrifuge-related materials in large quantities to support a uranium enrichment program. It also obtained equipment suitable for use in uranium feed and withdrawal systems.'" Team Bush concocted the "new discovery" lie so they could blame Clinton for being duped. Impeach Bush Now!

On 4-3-02, BBC reported: "The US Government has announced that it will release $95m to North Korea as part of an agreement to replace the Stalinist country's own nuclear programme, which the US suspected was being misused. Under the 1994 Agreed Framework an international consortium is building two proliferation-proof nuclear reactors and providing fuel oil for North Korea while the reactors are being built. In releasing the funding, George W Bush waived the Framework's requirement that North Korea allow inspectors to ensure it has not hidden away any weapons-grade plutonium from the original reactors. Bush argued that the decision was 'vital to the national security interests of the United States.'" In other words, Bush gave North Korea a GREEN LIGHT TO HIDE WEAPONS-GRADE PLUTONIUM. WashPost reports, "On Sept. 17, 2001... Bush signed a 21/2-page document marked 'TOP SECRET' that outlined the plan for going to war in Afghanistan... Almost as a footnote, the document also directed the Pentagon to begin planning military options for an invasion of Iraq... Much of this activity -- and these concerns -- were hidden from the public eye... The administration did not publicly tip its hand until Bush made his State of the Union address on Jan. 28, 2002. Even then, officials did their best to obscure the meaning of Bush's words... Yet, in this period, Bush also secretly signed an intelligence order, expanding on a previous presidential finding, that directed the CIA to undertake a comprehensive, covert program to topple Hussein, including authority to use lethal force to capture the Iraqi president... 'I made up my mind that Saddam needs to go,' Bush hinted to a British reporter [in April]. 'That's about all I'm willing to share with you.'" Impeach Bush Now!

Daily Telegraph reports, "America will not delay a war with Iraq until the autumn and is prepared to launch military action against Saddam Hussein without further UN authorisation... Richard Perle, chairman of the Pentagon's Defence Policy Board and a hawk whose views carry considerable weight, rejected suggestions from British ministers and senior Foreign Office officials that plans for an early war should be put on hold. Mr Perle, who is close to Donald Rumsfeld, the US defence secretary, said he did not expect the UN Security Council to reach agreement on the use of force but had little doubt that George W Bush would press ahead regardless and lead a coalition to victory. 'I'm assuming that we will not get a consensus on the Security Council but it may be possible to get it,' he said. WashPost opines, Bush "came to town promising to change the tone of debate and to reach across party lines. Now he seems to have settled on a different course. Some of his advisers apparently have concluded that polarizing political fights with Democrats benefit the administration; that ugly combat, even in a losing and not terribly worthy cause, such as the renomination of Judge Pickering, only shores up support among the Republicans' socially conservative Southern base. Tactically they may be right. But as a method of governing, all-out war from Day One leaves much to be desired. NYTimes reports, "A federal appeals court handed the Bush administration a major legal victory today in ruling that a wartime president can indefinitely detain a United States citizen captured as an enemy combatant on the battlefield and deny that person access to a lawyer. The case, which set up a stark clash between the nation's security interests and its citizens' civil liberties, may have expanded the power of the presidency as the three-judge panel ruled unanimously that Bush was due great deference in conducting the war on terrorism. The judges of the United States Court of Appeals for the Fourth Circuit, in Richmond, Va., said it was improper for the federal courts to probe too deeply into the detention of Yasser Esam Hamdi, a 22-year-old American-born Saudi who was captured on the battlefield in Afghanistan and is now imprisoned in a military brig in Norfolk, Va." Nicholas Kristof writes, "Unless the administration switches gears, here's what may happen: North Korea will reprocess spent fuel at its Yongbyon reactor, giving it enough plutonium for five to eight nuclear warheads by May 1. The North will also resume construction of a much bigger reactor at Taechon, accelerate its enriched uranium program, possibly drop out of the Nonproliferation Treaty, and test a Taepodong 2 missile that, in three stages, could reach New York (although it might be so inaccurate that it would miss and wipe out Newark). In five years, North Korea could have 100 nuclear weapons and be churning out more like a fast-food chef. With nothing else to keep its economy going, North Korea will peddle them to the highest bidder ('One free Taepodong 2 missile with every three warheads you buy!') ... President Clinton devoted tremendous efforts to dismantling North Korea's nuclear program through negotiations that led to the "Agreed Framework." In response to North Korea's renewal of its nuclear weapons program, Bush has now adopted a plan called "Tailored Containment," to increase financial and political pressure on North Korea - a strategy which has utterly failed for two years. WashPost reports, "nearly 3,000 suspected al Qaeda members and their supporters have been detained worldwide since Sept. 11, 2001. About 625 are at the U.S. military's confinement facility at Guantanamo Bay, Cuba... Fewer than 100 captives have been rendered to third countries. Thousands have been arrested and held with U.S. assistance in countries known for brutal treatment of prisoners. At a Sept. 26 joint hearing of the House and Senate intelligence committees, Cofer Black, then head of the CIA Counterterrorist Center, spoke cryptically about the agency's new forms of 'operational flexibility' in dealing with suspected terrorists. 'This is a very highly classified area, but I have to say that all you need to know: There was a before 9/11, and there was an after 9/11,' Black said. 'After 9/11 the gloves come off.' According to one official... 'We don't kick the [expletive] out of them. We send them to other countries so they can kick the [expletive] out of them.'" Impeach Bush now!

When the Office of Management and Budget put printing of the 2004 budget up for public bid in October, it was defying federal law and launching a privatization campaign that could more fundamentally consolidate GOP power and corporate corruption than any other act of his Presidency. By replacing independent government work and fair contracting guidelines with new contracts controlled directly by the White House, the goal is the end of civil service protections for work done under government funding, the creation of massive corporate corruption at the teet of the government, and the building of a new large-scale network of corporate donors in thrall to Bush's White House. Two American citizens - Yaser Esam Hamdi and Jose Padilla - have now been imprisoned for more than six months without charges. Jennifer Van Bergen writes, "While there is no question that the government has a clear obligation to detain those determined to be threats to national security, it has no authority to make such determinations without judicial oversight. Indeed, to do so in the face of longstanding treaties (to which we are signatories) that require such oversight is a violation of the Geneva Conventions - and a violation of Geneva is, by federal statute, a war crime. Scotland's Sunday Herald reports, "The United States edited out more than 8000 crucial pages of Iraq's 11,800-page dossier on weapons, before passing on a sanitised version to the 10 non-permanent members of the United Nations security council. The full extent of Washington's complete control over who sees what in the crucial Iraqi dossier calls into question the allegations made by US Secretary of State Colin Powell that 'omissions' in the document constituted a 'material breach' of the latest UN resolution on Iraq... Current and former UN diplomats are said to be livid at what some have called the 'theft' of the Iraqi document by the US. Hans von Sponeck, the former assistant general secretary of the UN and the UN's humanitarian co- ordinator in Iraq until 2000, said: 'This is an outrageous attempt by the US to mislead.'" In the name of security - of course! - Bush "is planning to propose requiring Internet service providers to help build a centralized system to enable broad monitoring of the Internet and, potentially, surveillance of its users. The proposal is part of a final version of a report, 'The National Strategy to Secure Cyberspace,' set for release early next year... [Earlier drafts] suggested it would likely be controlled by industry. The current draft sets the stage for the GOVERNMENT" to do the spying. One commercial provider "compared the system to Carnivore, the Internet wiretap system used by the F.B.I., saying: 'Am I analogizing this to Carnivore? Absolutely. But in fact, it's 10 times worse. In a detailed study, OMB Watch reports: "In one of its first actions, back in January of 2001, the administration established offices for dealing with faith-based and community organizations (FBCI) in five cabinet agencies -- Health and Human Services, Labor, Education, Justice, and Housing and Urban Development. These offices appear to be pursuing the administrative reforms advised by the White House. Specifically, the administration has: Possibly misused congressional appropriations (i.e., the Compassion Capital Fund) to promote the president's agenda; Sought to create faith-based set-asides; Provided seemingly insufficient accountability measures for Compassion Capital Fund grantees; Heightened training efforts for faith-based groups on how to apply for federal grants; and Potentially undermined laws on employment discrimination for federal grantees." UN inspectors returned to Iraq on November 27, and were welcomed with open arms - and weapons facilities. For four straight days, Iraq has given complete cooperation to UN inspectors. An Iraqi military spokesman said two rockets hit the offices of the Southern Oil Co. this morning. "Pete Aldridge, the chief of technology for the Defense Department, told reporters that the [Total Information Awareness] project is intended to test whether new computer tools can comb through masses of information - such as credit card and bank transactions, car rentals and gun purchases - and spot clues to the planning of terrorist acts. 'This is an important research project to determine the feasibility of using certain transactions and events to discover and respond to terrorists before they act,' Aldridge said in a statement designed to address criticism in newspaper editorials and elsewhere about the project's civil liberty implications." The Guardian UK reports "George Bush quashed evidence in the insider dealing inquiry he faced a decade ago, it was claimed yesterday, further undermining White House efforts to restore some confidence in Wall Street. A memo has emerged that was sent by lawyers in 1990 that warned executives of the energy firm Harken, for which Mr Bush was a director, against cashing in stock if they had any negative information about the company. Harken was undertaking financial engineering to keep it afloat at the time. A week later the president cashed in $848,000 of shares. So, while the Fundraiser-In-Chief stumps the country for Republican candidates and the US continues its W-ar preparations, the nation's capital is reading that Bush had indeed been advised against selling Harken stock while knowing negative information on the company's prospects. The day before receiving the letter, the SEC issued its decision that there was insufficient evidence to recommend an enforcement action against Dubya. Harken did its best to keep it out of the press, citing attorney-client privilege. The SEC decision was issued during Bush the Elder's White House occupancy. On 10-25-02, SEC chairman Harvey Pitt pushed through the appointment of William Webster as the Auditor-in-Chief. But he didn't tell the other SEC commissioners that Webster chaired the audit committee of U.S. Technologies, which is now being sued by investors for fraud. This is a scandal that should result in the resignations of Webster, Pitt, and the two Republican commissioners who voted for Webster. But Pitt seems to think he can weather the storm by having the SEC "investigate" itself. National Marine Fisheries Service biologist Michael Kelly led the team responsible for assessing the effects of diverting water from the Klamath River to irrigate farmland. The team recommended against the diversion. Bush appointees overrode the recommendations; the water level was decreased so much by the irrigation that 33,000 salmon died, nearly one quarter of the entire salmon run. John Ashcroft's Justice Department overruled this scientific decision. That's right: the Justice Department now has power over scientific decisions. NY Times reports, "There were conflicting explanations today about why the administration kept the North Korean admission quiet for 12 days. The White House said it simply wanted time to consult with Japan, South Korea and other Asian nations, and with members of Congress, before deciding its next step. But some of the administration's critics suggested that the real reason was that the administration did not want to complicate the debate over Iraq in Congress and the United Nations." In other words, Bush knew Congressional opponents of the Iraq W-ar would demand to know why Bush wanted to invade Iraq - which has only a slight possibility of possessing nuclear weapons - instead of North Korea, which ADMITS having nuclear weapons. NY Times reports, "Stocks fell sharply Friday, dragging the Dow Jones industrial average to its lowest point in almost five years and pushing the Nasdaq composite index to its lowest point in six years. The sell-off came after a mixed report about the job market and more corporate earnings disappointments... The prospects for the economy are being undermined by the sluggishness of job growth, the threat of a war with Iraq and the fall in the stock market itself, which may lead consumers to curtail spending." First we had this administration engineering the failed Venezuelan Coup to overthrow Hugo Chavez. Then Ari Fleisher made a terorist threat when he suggested an assasination of Saddam Hussein (in CLEAR violation of US law and policy). Moon's Washington Times writes, "The International Atomic Energy Agency says that a report cited by Bush as evidence that Iraq in 1998 was 'six months away' from developing a nuclear weapon does not exist. 'There's never been a report like that issued from this agency,' Mark Gwozdecky, the IAEA's chief spokesman. The White House says Mr. Bush was referring to an earlier IAEA report. 'He's referring to 1991 there,' said Deputy Press Secretary Scott McClellan. 'In '91, there was a report saying that after the war they found out they were about six months away.' Gwozdecky said no such report was ever issued by the IAEA in 1991.' This means the Bush administration is trying to start a war, risking American lives with a fabricated lie. WashPost reports, "Federal officials are scaling back environmental reviews of international infrastructure projects funded by U.S.-backed public development banks... Sen. Patrick Leahy (D-VT), who chairs the committee that funds the banks, criticized the Bush administration for reducing environmental oversight on the projects. 'Instead of cutting funds, downgrading offices and eliminating professional staff, it should be strengthening these programs and supporting people who have scientific expertise,' Leahy said. Environmental groups are critical of lending by US-subsidized banks, which include the World Bank, Inter-American Development Bank, Asian Development Bank and African Development Bank. The groups contend these public agencies back projects - oil and gas wells, dams, pipelines and logging - that accelerate the destruction of fragile, diverse and dwindling ecosystems.... Global Security Newswire reports the US "is pushing to cut short the Biological Weapons Convention review conference, scheduled to meet for two weeks beginning Nov. 11. Senior U.S. diplomats ... threatened to publicly identify suspected treaty violators unless the conference is abbreviated, and discussions about amending the treaty by establishing a verification and monitoring regime are avoided. Bush administration officials also said they would oppose any further treaty meetings until the next review conference scheduled for 2006. The U.S. insistence is a further blow to efforts by other Western treaty parties to strengthen the pact in a number of ways, including by creating an on-site inspection mechanism for checking on suspected biological weapons activities worldwide, similar to that of the Chemical Weapons Convention. The NY Times reports that Al "Qaeda operatives who found refuge in Pakistan are starting to regroup and move back into Afghanistan, less than a year after a successful American military campaign forced them to flee their onetime sanctuary by the thousands... American officials say the world's largest concentrations of Qaeda operatives are now in Afghanistan and Pakistan, and the recent influx into Afghanistan is creating new dangers. Qaeda members are believed to have launched a series of small attacks against American forces in Afghanistan in recent weeks and may have been behind the attempted assassination of the Afghan president, Hamid Karzai, and the deadly car bombing in Kabul last Thursday, according to Afghan and American officials. The return of some Qaeda operatives thus represents a serious threat to the American-backed Karzai government, which has been unable to gain effective control of the Afghan countryside." MSNBC reports, "Bush cited a satellite photograph and a report by the U.N. atomic energy agency as evidence of Iraq's impending [nuclear] rearmament. But in response to a report by NBC News, a senior administration official acknowledged Saturday night that the U.N. report drew no such conclusion, and a spokesman for the U.N. agency said the photograph had been misinterpreted." Bush "said Saddam could be six months away from developing nuclear weapons," citing a report by the UN-affiliated International Atomic Energy Agency (IAEA). But the IAEA report "said in 1998 that Iraq had been six to 24 months away from such capability BEFORE the 1991 Persian Gulf War and the U.N.-monitored weapons inspections that followed. The war and the inspections destroyed much of Iraq's nuclear infrastructure and required Iraq to turn over its highly enriched uranium and plutonium." "An aide to the former Taleban foreign minister, Wakil Ahmad Muttawakil was sent to warn American diplomats and the UN that Osama bin Laden was due to launch a huge attack on American soil," says a 9/7/02 BBC report. The warnings to the American consulate in Pakistan and the UN in July - when CIA director George Tenet and NSA terror czar Richard Clarke were franctic about an imminent attack - went unheeded. "The aide said he had urged the Americans to launch a military campaign against al-Qaeda but was told that this was politically impossible." What was Team Bush's excuse? "When people keep saying the sky's going to fall in, and it doesn't, a kind of 'warning fatigue' sets in." Bush & Co deliberately trampled constitutional rights after Sept. 11 in a crackdown that saw immigrants jailed without cause, tried in secret and, in some cases, physically abused, says Human Rights Watch in a 99-page report released this week. The group concludes that Bush has shown "a stunning disregard for the democratic principles of public transparency and accountability" since 9/11. The report says authorities rounded up at least 1,200 people because of their religion or ethnic background, jailed them on immigration charges to deny them rights normally enjoyed by accused persons, and held many in harsh isolation conditions. In short, Bush's government has violated the same principles of freedom that Bush said were attacked by hijackers who flew airplanes into the World Trade Center and Pentagon and "The country has witnessed a persistent, deliberate and unwarranted erosion of basic rights against abusive governmental power." "The Justice Department yesterday defied a federal judge's order to provide him with documents that would have supported the government's classification of a man captured in Afghanistan and being held in a Navy brig in Norfolk as an 'enemy combatant' ... The argument frames the sensitive question of what rights, if any, are available to military prisoners, particularly an American-born one such as Yaser Esam Hamdi... The Justice Department has said that the judicial branch has little right to intervene in the conduct of the war, but yesterday's action was the first time the government has not agreed to a judge's request. Doumar has twice ordered the government to allow a lawyer to visit Hamdi.'" Former Reagan official Lawrence Korb writes, "The Bush administration has not yet completed a much more comprehensive and important document, the National Security Strategy report. Without this report, it is difficult, if not impossible, to make a rational decision about whether the homeland security strategy or many other government programs designed to protect our security make any sense. This National Security Strategy report, which should have been sent to Congress within five months of Bush's inauguration and which must be updated annually, is required by Section 404A, Chapter 15, Title 10 of the US Code... Because we have not been presented with this presidential vision and assessment, the Congress and the country are being asked to put the cart before the horse. TIME Magazine is the first US publication to investigate whether 9-11 could have been prevented. According to Time, the Clinton administration's counter-terrorism czar on the National Security Council, Richard Clarke, presented Condi Rice with a plan to attack Al Qaeda during special transition briefings in the first week of January 2001. Condi IGNORED this plan - and urgent warnings from her predecessor, Sandy Berger - until late April 2001. And despite continued warnings from Clarke and CIA director George Tenet (both held over from the Clinton team), Cheney, Rumsfeld, Powell and Ashcroft did not review the plan until 9-4-01. Why not? Paul Krugman explains Bush's transformation from failed oilman to rich baseball owner. "First, the city of Arlington built the Rangers a new stadium, on terms extraordinarily favorable to Mr. Bush's syndicate, eventually subsidizing Mr. Bush and his partners with more than $150 million in taxpayer money. The city was obliged to raise taxes substantially as a result... Mr. Bush's syndicate eventually resold the Rangers, for triple the original price. The price-is-no-object buyer was a deal maker named Tom Hicks." When Bush became governor, he privatized the endowment of the University of Texas, and put Hicks in charge. " Under [Hicks'] direction, at least $450 million was invested in private funds managed by Mr. Hicks's business associates and major Republican Party donors... Eventually Mr. Hicks's investment style created a public furor" Time after time, Bush used public assets to amass his private wealth. And he continues to do so as Commander-in-Thief. At the press conference last week, King George said, "First, we will use the full weight of the law to expose and root out corruption. My administration will do everything in our power to end the days of cooking the books, shading the truth, and breaking our laws." Cooking the books - can we say hiding $30 Billion last year to save last years budget from looing like a complete mess? During the Florida recount, "John Bolton, [now] undersecretary of state for arms control, [burst] into a Tallahassee library on behalf of the Bush-Cheney campaign to stop a recount of Miami-Dade County ballots. Matt Schlapp, a former congressional aide, is currently White House special assistant to the president and deputy director of political affairs. In November 2000, he was part of the supposedly spontaneous window-pounding protest at Miami-Dade County Hall that brought to an end the first recount of Miami-Dade ballots. Sue Cobb, a Coral Gables developer, today is the U.S. ambassador to Jamaica. Twenty months ago, the generous Republican donor volunteered... as part of the legal team that contested recounts in Miami-Dade. [These three] are among more than 50 political appointees found by The [Miami] Herald to have served as troops in the frantic Florida recount battle that followed the Nov. 7, 2000 election." Joshua Green writes that Enron staffers openly referred to Tom White as 'Mr. Magoo.' The NY Times editorializes, "The Bush administration's post-Sept. 11 assault on civil liberties reached a new low recently when the Justice Department argued in court that an American-born detainee, who may be a United States citizen, should not be allowed to talk to a lawyer. For 20 years, Republicans have adamantly denied the existence of global warming - because the primary culprit is the burning of oil, gas and coal, the industries that own the GOP. But suddenly, Bush admits that global warming is taking place. "But while the report says the US will be substantially changed in the next few decades - 'very likely' seeing the disruption of snow-fed water supplies, more stifling heat waves and the permanent disappearance of Rocky Mountain meadows and coastal marshes, for example - it does not propose any major shift in the administration's policy on greenhouse gases. It does not recommend making rapid reductions in greenhouse gases to limit warming, the approach favored by many environmental groups and countries that have accepted the Kyoto Protocol, a climate treaty written in the Clinton administration that was rejected by Mr. Bush." In a special report, the NY Times collected the agonizing stories and words of 157 people who died in the World Trade Center, that managed somehow to communicate with their families via phone and e-mail in their final desperate minutes. At the same time, hundreds of firefighters were heroically running up the stairs - to their deaths. But one person's story during those 102 minutes is missing - the man who sat in a classroom listening to a children's story for 30 minutes, even after seeing (in his own words!) the first plane hit, and after being told about the second plane. This man had been personally warned a month earlier by the CIA about a likely Al Qaeda attack on the US, and his government had received countless warnings pointing to the suicide hijackings on 911. Yet this man still calls himself President, and even sells photos of himself fleeing Washington DC - Impeach Bush Now!

It has been widely reported that FBI Agents in Minnesota attempted to contact the CIA after FBI headquarters blocked their efforts to investigate suspected 20th hijacker Zacarias Moussaoui. What has not been widely mentioned, is the fact that Minnesota agents were indeed successful in tipping off the CIA pre-911! In mid-August, the FBI conveyed to the CIA their concerns that Moussaoui might be a terrorist, and the CIA checked its own files but found nothing on him. The CIA also made a routine request from foreign governments that yielded intelligence from France that Moussaoui was a known Islamic extremist. The second contact came in late August when FBI agents in Minnesota told CIA officers they were seeking a warrant on Moussaoui. Are we supposed to believe that neither agency warned the Bush administration? Impeach Bush NOW!

"Under President Bill Clinton, the President's Daily Brief (PDB) ran around 12 pages and often included detailed analyses as well as new information that Clinton generally read before the briefing... Under Bush, the PDB has become shorter, a seven-to-10-page document containing 'more targeted hard intelligence' items, with few longer than a page... It is written with the understanding that the president is a 'multi-modality learner' who processes information better through questions and answers while reading along." In other words, Bush's Attention Deficit Disorder makes him incapable of reading and understanding the most important document produced by our intelligence agencies each day. Salon swings the big timber! Damien Cave writes of the two French authors, who say "that the FBI bungled more than the Phoenix memo. In 'Bin Laden: The Forbidden Truth," [Brisard and Dasquie] alleged that the Clinton and Bush administrations went easy on al-Qaida before Sept. 11 to maintain good relations with Saudi Arabia and to continue to bargain with the Taliban over a Central Asian oil pipeline. They also assert that then negotiations broke off after the U.S. threatened to attack the Taliban unless it agreed to U.S. demands, perhaps precipitating the 9/11 attacks. [The U.S. edition will come] out in July, with an explosive new chapter... In it, Brisard asserts that French intelligence officials warned their U.S. counterparts in considerable detail about al-Qaida's ties to Zacarias Moussaoui, the alleged 20th hijacker, but the U.S. failed to act on the information." Richard Cohen writes "In the battle of first ladies - the former one and the current one - Hillary Clinton won hands down. In a brief Senate speech the other day, she pointed out that she, better than most, knew something about 'second-guessers and Monday morning quarterbacks.' So she was not attempting 'to blame the president,' but merely to ask what went wrong before Sept. 11 and what can be done to ensure 'that 9/11 never happens again.' Marie Cocco writes in Newsday, "In all the verbiage that has rained down since word leaked that President [sic] Bush was warned that Osama bin Laden's crew might hijack a plane and strike at the United States, two words count: 'No warnings.' That is what White House spokesman Ari Fleischer told reporters aboard Air Force One on Sept. 11. He said it as the flames from the World Trade Center and the Pentagon lit the sky and the office workers and firefighters and deli-counter men were buried beneath the molten steel. It was a lie... Since word leaked about the infamous memo Bush received on Aug. 6, the White House has spun another web of lies... Now there is an unnerving shadow that will follow Bush through his presidency... In a desperate effort to keep the public from learning what this administration knew in advance about the September 11th attacks, Bush is now claiming publicly that the legislative branch should hold no power over the executive branch! According to a Detroit News article, Bush says the inherent powers of the presidency have eroded to an unsettling degree over the past 30 years and he is moving to reclaim the lost prerogatives of the nation's highest office. He has drawn a distinct line that he has suggested no one dare cross. "I have an obligation to make sure that the presidency remains robust and that the legislative branch doesn't end up running the executive branch," Bush said. This is an OUTRAGE! IMPEACH BUSH NOW!

John Nichols writes that in April, Cynthia McKinney's "call for a real investigation of what Bush knew -- [drew a firestorm of criticism] from pundits and partisans. 'The American people know the facts, and they dismiss such ludicrous, baseless views,' grumbled White House spokesman Scott McLellan. 'The fact that she questions the president's legitimacy shows a partisan mind-set beyond all reason.' Barely one month after McKinney was so condemned, [the headlines echo McKinney's words. On Thursday, she said]: 'It now becomes clear why the Bush Administration has been vigorously opposing congressional hearings. The Bush Administration has been engaged in a conspiracy of silence. If committed and patriotic people had not been pushing for disclosure today's revelations would have been hidden by the White House.' Ellen Nakashima writes in the Washington Post, "A Senate Commerce panel yesterday called on Army Secretary Thomas E. White, a former Enron Corp. executive, to testify within the next two weeks on Enron's role in the California energy crisis... Memos written by Enron lawyers... described how Enron traders manipulated California's energy market during the state's power crisis last year, boosting company sales and profits. One memo referred specifically to Enron Energy Services, a division of which White was vice chairman, and which provided energy and energy services to California customers. [White said] last week that his firm was not involved in any manipulation of the California power market. He suggested that if there was any intervention, EES was an unwitting pawn." Talk about an insult to the American people's intelligence and sense of decency! The Bush administration is trying to spin their way out of the damning revelations that they did not act on warnings they received -- the CIA had been telling them all summer something "big" was going to happen. When Bush was briefed in August, he was way bored by all of the 'sponsibilty 'n' stuff he was being asked to 'member. After all, he was on vacation -- which means nap time with Mr. Pillow! But the worst is yet to come: "Members of the congressional committees investigating the pre-Sept. 11 warnings said yesterday that there is far more damaging information that has not yet been disclosed about the government's knowledge of and inaction over events leading up to Sept. 11. 'We've just scratched the surface,' said Sen. Richard C. Shelby (Ala.), ranking Republican member of the Senate intelligence committee..." Impeach Bush Now!

James Ridgeway writes, "If Bush knew so much, how come he did so little on September 11? Instead of letting his handlers move him from place to place in an utter fog, he could have returned to Washington immediately and, as commander in chief, taken charge. He could have alerted the military, which ought to have had planes in the air moments after the FAA control learned of the takeover... Consider what he accomplished: 1. He set in motion the installation of a secret Congress. 2. His administration marched far forward with its program for restricting civil rights and tightening immigration rules. 3. He started a shooting war in Afghanistan against a group of people—the Taliban—with whom the administration was quietly negotiating last summer... Bush protected himself and his friends. Eight months after 911, the White House has finally admitted that Bush was warned by the CIA at his pseudo-ranch in August 2001 that bin Laden was planning to hijack planes. As if this gives them an excuse, Ari Fleischer whined that Bush was told bin Laden planned to "engage in hijacking in the traditional pre-9/11 sense... not for the use of an airplane as a missile." Oh, so had Bush known bin Laden would fly planes into buildings, he would have done something, but since he expected just your everyday, normal type of hijacking, he sat on his hands and did... practically NOTHING?! Paul Krugman writes, "the Bush administration, always quick to question the patriotism of anyone who gets in its way, has said nothing at all about Stanley Works, and little about the growing number of U.S. corporations declaring themselves foreign for tax purposes. To be fair, the administration didn't create the loophole Stanley wants to exploit. And it's not enough just to denounce corporations that exploit tax loopholes; the real answer is to deny them the opportunity. Still, the administration's silence is peculiar. What's going on? ... Administration officials don't want to help collect the corporate profits tax. Unable to push major corporate tax breaks through Congress, the administration has used whatever leeway it has to offer such breaks without legislation... The administration doesn't want to say outright that it's in favor of tax evasion; but it also doesn't really want to collect the taxes. Better to say nothing at all." Impeach Bush Now!

Reuters reports, "Dying forests, expanding deserts and rising sea levels would wreak havoc to human and animal lives sooner than anticipated as global warming was accelerating, said Geoff Jenkins, head of the Hadley Center for Climate Prediction and Research. 'It looks like it will be warmer by the end of the century than what we have predicted,' he told Reuters in an interview. Jenkins said recent revisions showed much greater output of greenhouse gases such as carbon dioxide than earlier estimated... A 2001 United Nations' report on climate change forecast that global temperatures will rise two to five degrees Celsius by the end of the century. But recent data suggest temperatures could rise even higher as a worst case scenario shows four times as much emitted CO2 in the atmosphere from today's levels which Jenkins said is significantly higher than previously expected." Meanwhile, Bush continues to block US participation in the Kyoto protocol. Impeach Bush Now!

The NY Times reports, "There is a reason the nuclear arms treaty President [sic] Bush plans to sign at the coming Moscow summit meeting is only three pages long. It is intended to provide maximum flexibility to the Pentagon. The new accord does not require the destruction of a single missile launcher or warhead. Each side can carry out the reductions at its own pace, or even reverse them and temporarily build up its forces. The only real constraint is that each side must have no more than 1,700 to 2,200 warheads at the end of 2012. At that point, the treaty is set to expire, leaving each side free to have as many weapons as it would like unless the accord is extended. 'What we have now agreed to do under the treaty is what we wanted to do anyway,' a senior administration official said today. 'That's our kind of treaty.'" Impeach Bush Now!

The NY Times reports, "A number of arms control advocates and Democratic politicians [in SC] say a principal purpose of the shipment is to enhance the re-election prospects of Senator Wayne Allard, a Republican from Colorado who is campaigning on his efforts to rid his state of plutonium... 'The administration has decided that it can dump radioactive junk into our backyard and we'll still vote for Bush," said [SC Democratic chair Richard] Harpootlian, referring to the state's modern history of voting for Republican presidential candidates. 'But Colorado is a much closer state, and they want to give the upper hand to Allard.'" This is ANOTHER cynical political move by Bush, just like the steel tariffs meant to buy votes for Republicans in PA, WV, and OH. Impeach Bush Now!

"Homeland Security Director Tom Ridge has offered to make an informal public appearance before members of Congress within the next month to talk about... Bush's counter-terrorism budget, a spokesman for Sen. Robert Byrd, D-West Virginia, said Monday. But Byrd spokesman Tom Gavin suggested the offer would not be enough to satisfy lawmakers who have sought Ridge to testify before congressional committees about the administration's plans to spend $38 billion on homeland security programs... Ridge has been in a dispute with bipartisan members of Congress for more than a month over Byrd's request that the homeland security director testify about the money the president [sic] has sought in the wake of the September 11 terror attacks. Bush has said that Ridge is simply an adviser to the president [sic] and, because he was not confirmed by Congress, he's not obliged to testify to the body. Ridge has refused to testify on those same grounds." One more reason to impeach Bush now!

NY Times columnist Paul Krugman has doggedly exposed Bush's lies about the budget. Even so, Bush's lying never stops. His tax giveaway to the rich has completely devoured the Clinton-Gore surplus, but Bush wants to blame the economic slowdown, even though the official projections assume an economic recovery. Worse, Bush wants to blame Congress - even though all of the budget votes took place when Republicans controlled BOTH houses, and the only expensive spending item is HIS military increase for Star Wars and other new weapons. Bush's neverending budget lies break ALL of his core campaign promises, both that we can have a massive tax cut with no pain - and that he will bring honor and integrity to the White House. First Bush stole the election, now he's stealing the surplus. Impeach Bush now!

In his first appearance before Congress in January, President Bush's implicit message was that the country could have it all -- big tax cuts, big increases in spending for education and defense, a new Medicare prescription drug benefit, new private retirement savings accounts, and a slew of other goodies -- without putting the budget into the red or damaging the economy's prospects. Unfortunately, Bush's tax giveaway for the rich has swallowed up the entire surplus, threatening Social Security, Medicare, education, defense, and everything else in the federal budget.
